[CorrelatedValuePropagation] Fix prof branch_weights metadata handling for SwitchInst 

This patch fixes the CorrelatedValuePropagation pass to keep
prof branch_weights metadata of SwitchInst consistent.
It makes use of SwitchInstProfUpdateWrapper.
New tests are added.
