[BOLT] Move createBinaryContext to BinaryContext 

Summary:
1. Move createBinaryContext to BinaryContext.
1. Add support for nonlinux triples in createBinaryContext.
2. Remove unnecessary std::move in DWARFRewriter.cpp.
