[mips] [test] Enable COMPILER_RT_INCLUDE_TESTS for MIPS 

Enabling COMPILER_RT_INCLUDE_TESTS and updating tests/sanitizer_allocator_test.cc to remove Allocator64 related tests for MIPS.
