Convert tf.FakeQuantWithMinMaxArgs/Vars to tfl.FakeQuant 

- Define tf.FakeQuantWithMinMaxArgs and tf.FakeQuantWithMinMaxVars
- Add the unit tests for valid and invalid IRs
- Rewrite both to the tfl.FakeQuant op
- Add the unit tests for the rewriting
