[mlir][sve] Canonicalise MLIR_RUN_ARM_SVE_TESTS

Similarly to other CMake variables used to configure LIT tests, this
patch makes sure that MLIR_RUN_ARM_SVE_TESTS is canonicalised. The
corresponding LIT configuration is updated accordingly.
