[compiler-rt][NFC] Avoid implicit-integer-sign-change in FuzzedDataProvider::ConsumeIntegralInRange
This makes the implicit conversion that is happening explicit. Otherwise, each user is forced to suppress this implicit-integer-sign-change runtime error in their their UBSAN suppressions file.
